Nutanix Study Finds Public Sector AI Adoption Outpacing Infrastructure Readiness

Governments and educational institutions are accelerating the adoption of artificial intelligence, but new research from Nutanix suggests that infrastructure and governance remain significant barriers to scaling AI effectively.
The public sector edition of Nutanix's eighth annual Enterprise Cloud Index (ECI) reveals that while AI is increasingly being deployed across citizen services, fraud detection, benefits administration, and education, many organisations are still modernising the technology foundations required to support these workloads.
Key Findings
- 73% of public sector infrastructure is currently not ready to run complex AI workloads on-premises.
- 91% of government and education IT leaders believe Shadow AI—the use of unapproved AI tools—creates mission and security risks.
- 87% expect their reliance on application containerisation to increase over the next three years to support AI initiatives.
Infrastructure Modernisation Takes Centre Stage
The report indicates that many public sector organisations are operating across a mix of legacy systems, private clouds, and modern cloud platforms. As AI adoption grows, technology leaders are increasingly prioritising secure hybrid infrastructure that can deliver scalability while meeting regulatory and data sovereignty requirements.
Containerisation is also emerging as a critical component of AI deployment, enabling organisations to build more portable, resilient, and secure application environments.
Governance Becomes a Strategic Priority
With AI becoming embedded in public services, governance has become a key focus for technology leaders.
"The proliferation of unvetted AI, or 'Shadow AI', has emerged as the defining governance challenge for the public sector," said Daryush Ashjari, Chief Technology Officer and Vice President of Solution Engineering, APJ, Nutanix.
He added that organisations across Asia Pacific and Japan are moving beyond AI experimentation by investing in secure, containerised architectures that provide the operational foundations needed for responsible AI adoption while maintaining public trust.

According to the report, AI workloads supporting citizen services, public safety, and education require infrastructure capable of delivering:
- Secure hybrid cloud operations
- Strong governance and regulatory compliance
- Data sovereignty and privacy controls
- Consistent performance across distributed environments
As governments and educational institutions continue their digital transformation journeys, modern hybrid infrastructure is expected to play an increasingly important role in enabling secure, scalable AI adoption.
