DXC delivers digital minerals and energy regulation platform for South Australian Government

DXC Technology has completed delivery of a new digital regulatory platform for South Australia's Department for Energy and Mining (DEM), modernising how the state manages regulation across its mineral resources sector.

The new Minerals and Energy Regulation System (MERS) brings together licensing, assessments, compliance, royalties, financial management and reporting capabilities on Microsoft Dynamics 365, Power Platform and Azure.

The platform replaces legacy systems and manual processes, creating a more connected digital environment for industry, government agencies and other stakeholders.

Moving minerals regulation to a digital platform

MERS has been designed to streamline regulatory processes that previously relied on legacy systems and manual workflows.

Through digital workflows and online services, the platform is intended to improve access to information while making regulatory interactions more transparent and efficient.

For the South Australian Government, the move represents a broader shift toward digitally enabled regulation across a sector that plays an important role in the state's economy.

Supporting a growing resources sector

South Australia is continuing to pursue opportunities across copper, critical minerals and magnetite iron ore.

As activity across these areas develops, regulatory systems need to support increasing volumes of information, applications, assessments and compliance activity.

DEM says MERS provides a digital foundation to support this growth while giving existing and prospective explorers a more streamlined way to interact with the department.

Built on Microsoft technology

DXC delivered MERS using Microsoft Dynamics 365, Power Platform and Azure, bringing regulatory functions together within a modern cloud-based technology environment.

The architecture combines business applications, workflow capabilities and cloud infrastructure to support licensing, compliance, financial processes and reporting.

The use of Microsoft's technology stack also provides a foundation that can evolve as the department's requirements change.

Replacing legacy systems and manual processes

One of the central objectives of MERS is to move away from fragmented legacy systems and manual processes.

The new platform provides industry, stakeholders and government agencies with a more connected way to interact with DEM.

Digital workflows can also support more consistent regulatory assessment and decision-making, while improving the department's ability to access and manage information across different functions.

Creating a foundation for future AI services

Beyond the immediate digitisation of regulatory processes, MERS is intended to provide a foundation for future innovation.

DXC and DEM see the platform as supporting the continued evolution of digital regulatory services, including the potential use of AI as government services become increasingly automated and data-driven.

The shift is significant because modernising the underlying systems and processes is often a prerequisite for introducing more advanced digital and AI capabilities.

Digital transformation across the public sector

DXC's work with DEM forms part of its broader focus on modernising technology environments across government and regulated industries.
